Sir J. Jordan to Sir Edward Grey.--(Received September 28.)

YOUR telegram No. 158 of 27th September.

Peking, September 28, 1912.

Bill in question originally proposed total suppression of planting and smoking of opium in China by end of 1912; it was referred to committee, whose report was read in National Council on 2nd September. Discussion followed, and date for total suppression was postponed till end of 1913. Bill, however, was not passed, but referred back to committee for revision; it is to be discussed again by council later.
